Human resource management is a complex process that is constantly evolving. The work of HR in supporting strategic business goals and outcomes can include issues of structure, quality, culture, values and commitment.

The nature of HR work itself requires flexibility, with the ability to respond supportively to managers and staff being combined with the development and overseeing of the resource that will deliver corporate objectives. It should therefore not be surprising that, when seeking to deliver a people strategy, some HR reviews or initiatives can become sidetracked because the day job simply gets in the way.
